【工作职责】
1. 对项目全权负责,是公司履行合同的代表,是项目第一责任人;
2. 遵纪守法,执行国家或项目所在国家的相关强制性标准、公司的各项管理制度,维护公司的合法权益;
3. 依据合同和公司相关管理规定与要求组织项目的实施,完成合同规定的各项目标;
4. 根据公司管理规定和项目特点,提出项目管理组织机构的建议方案,确定岗位职责,制定项目管理工作流程;
5. 组织编制项目实施规划、开工报告、HSE计划书、质量计划等项目实施指导性文件,按规定报批并组织实施;
6. 妥善处理设计、采购、施工、QHSE、控制等项目内部各专业组之间的接口及沟通,保持与用户、专利商、设计、监理和施工单位等之间的良好工作关系,使项目顺利进行;
7. 定期召开项目例会,检查项目进度、费用、质量及HSE等计划的执行情况,对存在的问题及时协调解决(特别是计划审批、工程变更、事故处理、合同争议、工程索赔、实施方案等),满足项目要求;
8. 按照公司要求,做好项目的资产管理;
9. 按照合同的约定,按期收回项目回款,审核项目付款;
10. 负责组织项目完工报告的编制和项目文件的归档,按公司要求关闭项目;
【Job Responsibilities】
1. Fully responsible for the project, be the representative of the company to perform the contract, and the first responsible person for the project.
2. Abide by the law, implement the relevant mandatory standards of the country or the country where the project is located, and various management systems of the company, and safeguard the company's legitimate rights and interests.
3. Organize the implementation of the project according to the contract and the relevant management regulations and requirements of the company, and complete the various objectives stipulated in the contract.
4. Put forward proposals for project management organizations, determine job responsibilities, and formulate project management workflows according to the company's management regulations and project characteristics.
5. Organize and prepare project implementation planning, start-up report, HSE plan, quality plan and other project implementation guidance documents, submit for approval and organize implementation according to regulations.
6. Properly handle the interface and communication between various teams within the project such as engineering, procurement, construction, QHSE, control, etc., and maintain a good working relationship with owners, licensors, engineering, supervision and construction companies, so that the project can be carried out smoothly.
7. Hold regular project meetings to check the implementation of project schedule, cost, quality and HSE plans, coordinate and solve existing problems (Especially plan approval, engineering changes, accident handling, contract disputes, engineering claims, implementation plans, etc.) in a timely manner to meet project requirements.
8. Manage project assets according to company requirements.
9. Collect the project payment on schedule and review the project payment according to the contract.
10. Responsible for organizing the preparation of project completion reports and filing of project documents, and closing projects according to company requirements.
【任职资格】
1. 大学及以上学历,理工科相关专业;
2. 10年以上从事石油、化工工程相关设计、采购、施工及控制等管理经验,至少有三年国内外项目经理或类似工作经历,熟悉EPC项目管理模式,有海外或外资项目工作经历者优先;
3. 具有PMP/工程师或高级工程师/一级项目经理/一级建造师等资质;
4. 熟练的英语听说读写能力;
5. 具有很强的沟通、组织、协调及执行能力;
6. 接受并适应长期出差或驻外工作
【Qualification】
1. College degree or above, major in science and engineering;
2. More than 10 years of management experience in petroleum and chemical engineering related engineering, procurement, construction and control, at least three years of domestic and foreign project manager or similar work experience, familiar with EPC project management mode, and overseas or foreign-funded project work experience is preferred.
3. Possess the qualification of PMP/engineer or senior engineer/first-level project manager/first-level construction engineer.
4. Proficient English listening, speaking, reading and writing skills.
5. Strong communication, organization, coordination and execution skills.
6. Accept and adapt to long-term business trips or work abroad.
